B. Besides the conventional reception of the Police Clearance Certificate Apostille from the respective state Home Department, if one is still unable to obtain the Apostille, one can try obtaining the Apostille from the Ministry of External Affairs, New Delhi after Attestation from the Sub Divisional Magistrate (SDM) New Delhi and Apostille from the Notary Public, New Delhi.
