Quebec Immigration

The Ministry of Immigration, Francisation, and Integration (French: Ministère de l'Immigration, de la Francisation, et de l'Intégration) is the Quebec government department in charge of immigration, Francisation, and integration. As a result, it offers a number of initiatives to immigrants and immigrant communities around the province.

The department was previously known as the Ministry of Immigration, Diversity, and Inclusion (Ministère de l'Immigration, de la Diversité et de l'Inclusion), but it was given its current name after the CAQ party, a centre-right to right-wing Quebec nationalist and autonomist provincial party in Quebec, took power in October 2018. The name change would be consistent with the CAQ government's objective of preferring culturally compatible Francophone immigration from French-speaking nations.

The province of Quebec manages its own immigration programmes, using criteria that differ from those used by federal and other provincial immigration programmes.
The Quebec Ministry of Immigration (MIFI) picks individuals who are thought to be the most likely to succeed in settling in the French-speaking province.
Foreign nationals who want to live permanently in Quebec must go through a two-step immigration process.

1. They must be selected by the Ministère de l’immigration, de la Francisation et de l’Inclusion (MIFI), Quebec’s immigration authority. 

Applicants that are chosen will get a Quebec Certificate of Selection (CSQ). This is a formal document issued by Quebec immigration officials attesting to the fact that the candidate has been chosen by the province. It is not a visa, hence it cannot be used to enter Canada.
According to the August 2nd, 2018 Regulations, a CSQ is valid for 24 months or until the Immigration, Refugees, and Citizenship Canada (IRCC) makes a decision on the permanent residence visa application.

2. An approved CSQ holder must file a permanent residence application with IRCC within 24 months from the date the CSQ was issued. 

The federal government's participation in examining a Quebec permanent residency application is mostly restricted to problems of health and crime.
When requested, an application will be sent to IRCC, including police certificates and medical tests.

Quebec has a special agreement on immigration with the Government of Canada. The province has its own rules for choosing immigrants who will adapt well to living there.

To immigrate to Canada as a Quebec-selected skilled worker, you must apply in the following 2 stages:

1. Apply to the Government of Quebec for a Quebec Selection Certificate (Certificat de sélection du Québec [CSQ]). 

   • The Province of Quebec will assess you, using its own rules.

   • The certificate shows that the Province of Quebec has accepted you as an immigrant.    

2. If the Province of Quebec chooses you and gives you a CSQ, you must apply to Immigration, Refugees and Citizenship Canada for permanent residence.
