In India, many birth certificates are issued without the child's name, with an intention to add it later. Parents often plan to add the name after naming ceremony, but the entry remains blank for years.
The problem arises when the child becomes an adult and needs a birth certificate with name for passport, US immigration, overseas employment, higher education or other legal purposes.
Can you still add a name after 15 years? The answer is authority-specific. There is no blanket assurance that every Registrar in India allows name addition after 15 years.
Section 14 deals specifically with registration of child's name where birth was registered without a name.
It must be read with applicable State Rules, which prescribe period, procedure and conditions.
Adding a name where original entry is blank is different from registering a birth for first time under Section 13.
Adding a name is different from correcting an existing name under Section 15.
Changing a name after it has already been entered is not covered by Section 14 name-inclusion procedure.
Solapur Municipal Corporation is a key example. It currently lists two separate online services:
Inclusion of child's name up to 15 years
Inclusion of child's name after 15 years
For after-15-years service, it asks for two self-attested identity documents from list like school leaving certificate, SSC certificate, PAN, Voter ID, Aadhaar, Driving Licence, Govt ID.
Important: You cannot assume same facility exists in Mumbai, Pune, Thane, Nagpur or Panvel. Each municipal corporation has its own portal and current instructions.
CDMA FAQ states name inclusion under Section 14 is allowed up to 15 years from registration, with prescribed application and parental declaration. It also clarifies that once a name is included, it cannot be modified again through same procedure.
Historical and old registrations may have separate LSGD directions. Relevant Registrar and current circulars must be checked.

All documents must establish that proposed name belongs to same person whose birth was originally registered. Having two IDs does not guarantee approval.
First obtain original birth-register extract and confirm birth was registered without name.
Check:
Is original register available and digitized?
Does local authority have after-15-years facility?
Do State Rules permit the entry?
Is proposed name consistent with school and other ID records?
If Registrar declines, obtain reason in writing and check appeal remedy. Court application is not automatic substitute for statutory procedure.
