It is not possible to find a birth record in government records when a local registrar signs an NABC. An unregistered birth is an NABC. USCIS does not require a birth certificate for I-485 applications if NABCs are available. A non-availability certificate (NABC) is also required when applying for I-485. A NABC can be used to obtain an OCI card. In order to obtain a green card, you must also provide an unavailable birth certificate.
