If a person's birth certificate is unavailable, a Non-availability of birth certificate (NABC) is issued. NABCs refer to unregistered births. If a birth certificate cannot be located, an NABC can be issued instead. As long as the local registrar signs an NABC, there is no birth certificate in government records. USCIS does not require a birth certificate for the I-485 application if NABC is available. To apply for I-485, you must have an unavailable Non-availability of birth certificate In the Netherlands, Canada, and Australia, non-availability certificates (NABCs) may also be required. NABCs are also able to provide your OCI card. A green card cannot be obtained without it.

Procedure
It is still essential to search for birth certificates at the relevant registrar's office first to ensure there are no birth records available. An NABC is generated if no records can be found.
