An NABC can be issued by the competent office in the absence of a birth record. When the local registrar signs an NABC, there is no birth record in government records. USCIS uses this alternative to a Birth Certificate for US Green Card. An I-485 application requires a non-available birth certificate. Additionally, non-availability certificates (NABCs) may be required in Australia, New Zealand, the Netherlands, Canada, and the Netherlands. NABCs can also provide you with your OCI card. It is necessary in order to obtain a green card.
